Could someone tell me if my parents will send their DS-230 and supporting documents to the HCMC consulate OR I will collect the form and documents from them and send it to the NVC?

If it is the case that I send the paper work to the NVC, I can tell my parents to start translating the supporting documents, getting the police certficates, etc. to save time.

It's easiest if they send it to you and then you send it in. I just say that b/c Vietnam mail is so unreliable! When you get the docs from your parents, you know it got sent in and when. You lose a few days, but the security of knowing it landed in US is better than not.

Regarding police certs and translating docs, I highly recommend getting those done as soon as possible. Probably during the time right before USCIS sends your case to NVC since the police cert takes around 3 weeks to get back and doesn't expire until after 6 months, supposedly. :P

How far along are you? Are your parents immigrants or visitors? Either way Goodluck! :)

Thank you for your prompt response.

My parents case is immigrant. The file is at the NVC now and I just got the NVC number on 10/16/09.

So your answer is to send the paper work to me. Generally, is it an optional or mandatory?

A neighbor of my parents got DS-230, filled it out, and submitted to the HCMC consulate instead of sending it to her relative in the US. So that confuses me whether the applicant has an option to submit to the HCMC consulate or to his/her petitioner in the US and the petitioner send it to the NVC.

In my case, I filled out the DS-230, emailed it to my husband, had him print it out and sign it, and since my brother was there at the time, had my husband send the signed, completed form back with my brother when he came back to the states. When I got a hold of it, I sent it off with tracking/confirmation. I don't know about submitting it directly to HCMC consulate--maybe someone who has experience can answer this...

...I heard about signing on behalf of spouse, but I don't know about parents--I didn't sign anything on behalf of my husband though in fear that it would be denied or something.

...I'd recommend to just have your parents sign it and send it to you to be on the safe side...they've waited this long already, what's another couple of weeks?! But find out if submitting to the HCMC Consulate is an option...

i agree with you to have my parents send the paper work to me.

do you remmeber the instructions od sending the paper work when you receive the ds230'package?

since I am moving ahead of time, I kinda guessing the instructions would ask to send to NVC.

The paperwork that is needed for the DS230 MUST be submitted to NVC it is not optional. You will find more information and others who are filing for parents HERE
