How long till NVC log in Packets sent to them

We sent AOS packet thru usps and it showed in the tracking number, it was delivered at 11 am October 5. But when I call NVC today, they didn't have the aos packet log in their system yet and the operator said, the aos packet might still be somewhere in the Building :unsure: . It's already been 10 days since it showed delivered on the tracking number, how come they still have not gotten our packet? is this normal?

Most seems to be log in pretty quick.

so as long as it showed delivered so for sure there is a signature for delivery so you can see it online who got it and tell them it was signed for and for sure they knew who in charge to take the delivery ,GOOD Luck
