You should go to the USCIS Field office and ask them to call the Service Centre. My file did not reach the NVC either. I went to the field office every week for about a month before they afreed to call the service centre. I was then told that they lost the application and asked me to submit a copy of the application so that they could reconstruct the case. The priority dates remained the same. I was given a new case number and the new application was approved in a month.

So, if your case has not reached the NVS in 2-4 weeks, something is wrong. They will tell you a million excuses on the phone and at the field office (E.g. The NVC is busy and they havent entered your case in the system yet, but it is definitely with them...). But 90% of the time, USCIS messed up and misplaced the application. The issue is that they dont have a system to inform you if the file goes missing and you have to go bug them to get things moving.

Contacting the congressman is a good idea. In my case, the USCIS field office was pretty close to my office and it was easy for me to go there and bug them. I did contact the congressman and he did the same. Called the service centre and made them physically go look in my file and discovered that the application was missing.

Good luck man. I know what you are going through. The good news is that since they have already approved the petition, all they have to do is reconstruct the case and send you a new approval.

Please let me know if you need any more information.

You need to contact the congrassman from the state that USC spouse lives in. Look at this link:

http://directory.usayfoundation.org/

Find your state and click on it. This will tell you who your congressman is. Clicking on the congressman's name will bring you to their homepage. Good Luck.

For utilizing your Congressman or Senator you will have to fill out a form authorizing them to make an inquiry on your behalf. Whether you go to their office or call doesn't matter. I personally went to my Congresswoman's office the first time I needed assistance, as the office is only 2 miles from my place of employment, they had me fill out the authorization form. Thereafter I just called her office and they used the same authorization form. My Congreswoman has been fantastic for me...your results may vary though.
