Timeline

Yup, I asked about this before.

The front has been translated, this part (the back) should be done tomorrow...not that there is any reason to be in a hurry to get anything done :(

The question isn't just whether or not an entity in the US would give you a marriage license.

It's whether or not your fiancee is free to marry. Both parties have to be free to marry before the petition may even be filed. It looks like she's not free to marry.

We've had these discussions here many times before, as there are some states in the US which restrict the time period after a divorce before a party may marry (I believe North Carolina is one of them).

If the document which declares the marriage terminated also stipulates the party is not free to re-marry for a certain period of time - then that means the party can't remarry.
