Police report -- when to apply?

We just received the I-129F approval from USCIS, called NOA2 here I believe. My fiancee is in her hometown this week, and would like to start the process on the police report that will be required. However, we read on the Ho Chi Minh City US consulate's website that she should take no action until receiving instructions from the NVC. It's odd because I thought she would receive instructions directly from the consulate, not from the NVC, and anyway what could be wrong with getting the police report now? Any advice would be helpful. Thanks!

The HCM consulate website is probably talking about immigrant visas like CR1/IR1, which go through the NVC for fees and affidavit of support. K1 petitions just pass through the NVC on the way to the consulate. You won't get any specific instructions from the NVC.

The kind of action they're talking about is quitting her job or selling her property. She shouldn't do any of those things until she has a visa in her hands. In fact, she has to acknowledge that she understands this on a DS-2001 form when she responds to the first packet she will be receiving from the consulate. Go ahead and get the police reports, and any other documents she needs to have. Download the DS-230 form from the State Department website and begin working on it. The DS-230 and the DS-2001 are the first forms she'll need to send to the consulate. All of the other documents she'll be bringing to the interview with her.
