my wife now has her green card, can she petition to bring her parents and sisters to the US now, or does she have to wait for to become USC first? also if she cant petition to bring them here, can i petition to bring them here?

You cannot petition for them. She can, but it will take quite a few years.

aaron2020 really knows a lot about bringing family over from VN. Wait for him to offer advice.

You cannot petition them as no one can petition for an in-law.

Your wife can only petition for her parents and sisters after she acquires US citizenship. An LPR cannot petition for parents or siblings.

All of this is in the instructions for Form I-130.
