So my Fiancee went to the Medical Examination. She was informed that due to a scar on her wrist she would need to go to the Psycho Evaluation in the Philippines. Does anyone have any experience with this that they could share?

You might want to pose this question in the Philippines Forum. There have been a few beneficiary's from there that have had this evaluation done. It necessitates an interview with a Psychiatrist to help determine their current mental health. They will question the beneficiary about the circumstances surrounding the attempted suicide, or cutting, and see if it's something that was in the past, and if there are any current issues or concerns that need to be addressed. The report is then made available to the Embassy for added information. The few that I have read, that have had this, it was determined that this was an isolated incident in their past, and they were granted the visa at their interview. If they do determine that intervention is still needed, I would suggest that they'll develop a plan with the beneficiary for follow-up.

Perhaps it your title to the thread was a typo? But seeing a psychiatrist or psychologist does not mean you're a "psycho" and is a label that is hurtful and inflammatory to those that might have mental health issues that effect millions of people worldwide.

Wishing her success!
