When to apply for a US driving licence?

Right from Penndot's PA's DMV's website.. We went by this and my husband drove for 1 year..

And there is no need for an international driving permit, it is only needed when your Home countries license is not in English.

Guess the green card changes everything, but it's smart to get the PA license as soon as possible.
