The nation's two largest health insurers have been pressuring employeesto lobby against healthcare reform in Congress in violation of aCalifornia law against coerced political activity, a consumer groupalleged Wednesday. Consumer Watchdog in Santa Monica has asked California Atty. Gen. JerryBrown to investigate its claim that UnitedHealth Group and WellPointInc. pushed workers to write their elected officials, attend town hallmeetings and enlist family and friends to ensure an overhaul thatmatches their interests.

In most states, coercive communications with employees may be legal. In California, labor code prohibits such actions. In the letter to Attorney General Brown, Consumer Watchdog cites two codes prohibiting the actions made by both health insurers.
