Police Clearance Certificate/Report Report

My brorther is currrently working in KW. It is his 10 month there. We are ready to send DS230 out with 2 other police reports where he resides in past. Should we also get police report from kuwait even if it is less then 12 month but it could be more then 12 at time of interview?
