Are Americans allowed to apply for dual citizenship?

The family reunification act is built into the Canadian immigration policies. Basically, it states that the government will make re-unifications of families where family members reside in countries other than Canada a priorty of Canadian immigration policy. Along those lines, things such as exempting one spouse from meeting a minimum financial income if sponsoring thei other spouse; no longer disqualifying all family members from imigration if one of them has a health problem (actual implementation varies here), and things like that. There have been recent changes to immigration policy that has raised the age level of children, re-defined 'immediate family member' definitions, and included same sex spouses and common-law marriages as eligible for immigration. These are all part of the family reunification focus promoted by the Canadian government.

Unfortunately, it doesn't allow spouses of Canadian citizens to become Canadian citizens faster, nor does it decrease the paperwork. It does make it easier for a spouse to get in to Canada in order to be with their family, however.

this might be a stupid question but...what is the perpose of becoming a duel citizen anyway?

i understand like my husband is syrian and one of these days (or years) he will become american citizen because he lives here...but for me to become a syrian citizen i feel it has no reason.

if you have no reason to, then you have no reason to. For some couples tho, they plan to get dual citizenship so that they can live in either country freely, without having to worry about losing resident status. There are pros and cons both ways, and for some the pros are more. Plus, in Canada once you're a resident citizen you have free healthcare :P;)

For Canadians and Americans this is probably easier, for Americans and Syrians, you may not want to go back to Syria and live there, so wouldn't need to consider dual citizenship.
