In a K3 case, the I-134 is used to obtain the visa and the I-864 is used when you adjust status after US arrival. You question indicates you have not adequately studied the guides here. Doing so is going to be critical to your eventual success.

Follow up side note: Did you also file the I-130 for the CR1 visa? That is a better visa than K3. Less additional paperwork and fees. The immigrant has a green card after entering. You would submit an I-864 in conjunction with a CR1 petition.

This is an interesting question and we have just had a small discussion about it in the Canada forum.

Let me start out by saying that I am not all that familiar with the I-134.

From what I have read on VJ, generally when people talk about the I-134, they tend to use the same guidelines, in their advice, as one would use for the I-864 - although the forms seem to be quite different.

No where, that I can see, on the I-134, do they ask for tax returns. They have a field for stating the value of things you own, without the same parameters as the I-864 etc etc.

I do know that when you adjust status, a few months down the road, that you are going to have to submit the I-864, however what I don't understand is why, generally, people are advised to meet that criteria before it is necessary.

Are we just making the I-134 more complicated than it has to be or is this a consulate specific thing whereby some consulates really do want K1 and K3 applicants to meet the I-864 criteria at the interview so it is now given as a guideline (in discussion on VJ) for all applicants?

It's a best practice, not a requirement. It is NOT best in all situations however.
