Delivery confirmation serves the same purpose and costs less than registered mail. You can also track it to some extent online using this method. Not sure what purpose signature confirmation serves in this case as long as you have proof that it was delivered.

1. envelope needs to be big enough.

2. Get delivery confirmation, no matter what service you use.

3. USPS with delivery confirmation is cheapest and in a process that takes several months what does it matter if it takes 1 or 2 days more to get there?

Send it USPS Priority Mail Certified Mail Signature Confirmation.

Your Certified Mail Receipt (PS Form 3800) will have a 20-digit number printed on the edge and you can check delivery status online at http://www.usps.com/shipping/trackandconfirm.htm . The website asks for Label or Receipt Number (this is the 20-digit Article Number which is also shown on a sticker placed on the green return receipt card PS Form 3811 which is affixed to the package). The return receipt card is admissible evidence that the delivery was made. USCIS CSC didn't sign but stamped my card USCIS RECEIVED 07-30-09.

It doesnt matter how are you going to send it as long as u can track the delivery... just in case there's an unexpected problem that comes out.. You can use regular envelope as long as ur documents will fit into it, anyways its not the envelope theyre going to check but the papers u will send them..
