They probably put the onus on the individual, but they do stipulate that anyone born to a US parent should not apply for a visa until the consular office determines any claim to citizenship

You mean this?

Any applicant believing that he or she may have a claim to United States citizenship should not apply for a visa until his or her citizenship has been determined by the consular office.

The onus is still on the applicant.

Are you and I members of the same immigration board? You do realize this is USCIS we are talking about?

The onus is still on the applicant.

Are you and I members of the same immigration board? You do realize this is USCIS we are talking about?

Well it would be the Department of State which it is where I read it from

Anyway, my point was you jumped to a conclusion without really listening to what the OP was saying. I don't know if she has a claim to citizenship but certainly it is worth checking out.
