If a person has any convictions in there past. Would the convictions be on the police certificate my wife gets from the law enforcement?

From Colombia uhh yeah definitely, even if she was not guilty there is gonna be a lot of investigation.

Actually, according to the DOS site for Colombian citizens, the police certificate will only show any outstanding warrants, not prior info:

Police Records

Police certificates (Pasado Judicial) may be obtained in Bogota at the Identification Division of the Department of Administrative Security (DAS), Colombia's equivalent of a federal law enforcement agency. Colombian police certificates contain information regarding outstanding warrants only. They contain no information regarding prior arrests and/or criminal convictions. Police certificates have a validity of one year.

The immigration division of DAS can provide a Colombian citizen's record of entries and departures from Colombian national territory since 1990.

HOWEVER, the NVC will need to see her court and prison records when you send in her DS-230. As per their instructions:

Court and Prison Records

Applicants who have been convicted of a crime must obtain a certified copy of each court record and any prison record, regardless of the fact that he or she may have subsequently benefited from an amnesty, pardon or other act of clemency.

Court records should include:

* Complete information regarding the circumstance surrounding the crime of which the applicant was convicted

* The disposition of the case, including sentence or other penalty or fine imposed
