NOT IF THERE WERE STANDARDS AND REQUIREMENTS IN PLACE FROM USCIS.
(Please turn off CAPS LOCK.) Perhaps not, but there could be fraud as the list of "all" licensed physicians got whittled down to the reliable ones. Then (over a period of years) a class of physicians would exist just like civil surgeons do now, although they wouldn't be called the same thing.

More immediately, it could happen that unscrupulous filers could connect with unscrupulous physicians and really abuse the system. It would take only a few bad apples to flout the standards & requirements set forth by USCIS.

If the above misses your point, please elaborate.

Of course, look at the dishonesty and/or ignorance in the civil-surgeon system NOW.

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

What would be so bad about any physician signing off? I mean, it's effectively what's going on now anyway, the CS just looks at what your doctor SAYS they give you and signs off. Having the CS is just a rip off middleman.

When I tried to call Dr. Arnold's Office, the representative told me that I already completed my shots in the Phil so I do not need another vaccinations. Then USCIS sent me an RFE requesting for another I-693.

To accomplish my RFE I went to a CS near our area, he offered $70 since I told him that I am a k visa holder. He required me to have 2 vaccinations, same 2 vaccinations I had in the Philipines. I just accepted it since he said the insurance will covered it and just to responds to my RFE.

10-28-2013 Expedite Request Submitted with the help of a Senator

11-13-2013 Additional document submitted for expedite process

12-19-13 Expedite request approved (forwarded 24 hrs from NVC to consulate) received case number and IIN

12-24-13 Ready for interview schedule

12-26-13 Set the interview schedule

**** She could have the interview as early as Jan 7th but decided not on the rush for medical and for me to have time to forward all the document in the Philippines since I didn't pay or submit anything at NVC

1-27-14 Interview (submitted AOS & Civil documents, paid Visa Fee)

1-31-14 Immigration Fee $165 paid

I don't think allowing any doctor to sign off is necessary. I agree, it would create all kinds of fraud. I think most people would be happy with having Civil Surgeon's as long as they all followed the same guidelines. Also, there should be a standard price structure for services, so they don't make up their own prices as they go. Nobody should have to pay more thna $200 for an exam, much less $850. :blink:

Just to let everyone that used dr. arnold know. we sent our AOS packet in at then end of oct. 09. no rfe's no problems, got greencard , with no interview. dont sweat some of the comments on here about dr. arnold. it just added to my stress level also. gl

Good for you, but this is an academic matter now -- Dr. Arnold has retired from medical practice.
