Using Dr. Arnold for medical - legal or not?

The only possible hole in Dr. Arnold's procedures (that I can tell) is verification of the identity of the person whose records are being transcribed. This could perhaps be solved by including copies of identification documents with everything else that is sent to Dr. Arnold. Otherwise (operating from memory, here), I don't see how Dr. Arnold's office is violating the procedures that are set forth in the document that Nich-Nick provided (see post #55).

JB, have you notified Dr. Arnold's office of your troubles? What exactly was the response?

Yes, I notified Tammy at the office. She said i was the first complaint and they have NEVER in many years, ever had anyone challenge them, so they will continue until someone questioned them. I sent her certified mail and she said the doctor read it and had NO comment and didn't plan on changing his routine, that he did this solely because he was upset at all the CD charging so much. And she said, if it was wrong, why are we still allowed to do this? After postage from the $30 fee he charges, its not like he is making money. A regular appt for a CD transcription is $79.00 average nationwide, I checked. As far as ID goes, I sent a copy of passport, but IO says, how does he know this isn't your sisters passport, so here we go again. I have had several PM's on this from this site and more and most people have told me they NEVER had ID checked when they went in, as they had forms all filled out anyways.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

I just got my RFE, asking me another I-693. I am not against him...but I do not know the reason why the USCIS didn't accpet my I-693. it might be the signature date or they do not allow now the I-693 trnascribe by Dr. Arnold.

Wow, I can't believe Dr. Arnold is retiring. I just spoke with Tammy yesterday and she said that my I-693 form which they received last Monday was completed and sent back.

Im quite worried about using him as the CS who transcribed my vaccination after reading this thread. However, I also did not want to pay $$$ to "see" a CS who will sign off my vaccination. I called 4 CS offices in Maryland, all of them first off, cant see me until mid-December and all of them are charging me between 160-220 USD to see them.

Also, none of their idiotic receptionists understand that I already received a full medical by a CS-approved physician in Canada (who btw is also American) and insit that I have to get a full medical. And if what I "claim" to say is true (which insulted me btw, because who knows more about my K1 visa than me right???), and that I really dont need a medical, I still have to pay 160-220 dollars to get the stupid transcriptions.

I might get an RFE for this, I might not. But USCIS put Dr. Arnold on their list, and if they think he's illegal, why not take his name off?

Finally married... and still married... ;)

The logical thing to do with these CS's is to go to the top, to whoever is in charge of these crooks, and to try to make it a system wide change. Would that be the director of USCIS?

How about hiring a lawyer and having them submit a letter to the director notifying him of our intention to file a class action lawsuit against USCIS for failure to properly train CS's on the correct procedures.

USCIS is not in charge of civil surgeons. I have been working with my Senator, Bernie Sanders, to change the rules regarding the I-693 and allow any licensed physician to sign off on the forms. CS's are a separate entity thast are used by USCIS. USCIS is, in fact, a "client" not their boss.

It would be as simple as USCIS changing a few words in a rule, so yes, the director of USCIS could "do the deed" oe congress can direct them to. Laws, passed bt congress, tend to give the created departments (USCIS) some latitutde so that laws do not need to get mired in details. But when a department does not make wise use of the latitude, the law can be changed to take away that latittude and direct the department how it will be done. Under pressure from congress, many times rules will be changed "voluntarily" as USCIS would prefer to make it "their own idea".

You can write to your Sentors and Congressman and also to the USCIS director.

I was able to send my I-693 twice to Dr. Arnold, because my middle name was incorrect. I gave the 1st page of I-693 with my signature dated Oct 19, 2009, and Dr. Arnold signature was Oct. 14. They just change the 1st page. According to him, I do not need another vaccination.

Then I got my RFE for I-693, I went to the CS in our area as written in my RFE. I suppose to have to shots but we found out that I am pregnant.

Then I got my RFE

" Submit a properly completed and signed form I-693, Report of Medical Examination and Vaccination Record, (Rev 6/05/08 or later) for the applicant on Form I-485. The medical examination must be conducted by a civil surgeon who has been designated by USCIS. The medical must be issued less than 1 yr prior to the filing date of Form I-485....The CS must conduct the exam as directed in the instructions to Form-I693, etc..."

I went to the CS designated by USCIS in our area . I hope USCIS will accept it.

NOT IF THERE WERE STANDARDS AND REQUIREMENTS IN PLACE FROM USCIS.
