So, after reading the guides this is what I think I understand.

Please would someone either confirm or corrrect me.

So, I am a US Citizen. If I file for my brother (from the UK, unmarried but over 21) to move here then it takes about 11 years

Or, once my parents move here, become citizens in 5 years they can then apply for him and he does not have to wait for an A# to become available - therefore it should take around 6 years.

So it seems a better idea to wait for my parents to get here, become citizens and then they should petition for him to come out?

Or, once my parents move here, become citizens in 5 years they can then apply for him and he does not have to wait for an A# to become available - therefore it should take around 6 years. Wrong. If your parents become USC in 5 years and then apply for your unmarried brother over 21, it would take another 6 years for a total of 11 years. If your parents file as soon as they become LPR, your brother would be in the F2b cateogory which takes 8 years to get a visa. Once the petitioner becomes a USC, the child can be upgraded to an F1 which takes 6 years. So the total time would be 6 years. If your brother gets married, everything changes as an LPR cannot petition for a married child and the petition for him would automatically be revoked and he would have to start over in the F3 category once your parents becomes USC which takes 11 years for a total of 16 years.

So it seems a better idea to wait for my parents to get here, become citizens and then they should petition for him to come out? Best idea is for your parents to come here and file while they are LPRs. Once the petitioning parent becomes a USC, upgrade the petition and the wait is 6 years total. Your brother cannot be married until he gets to the US as an LPR if wants to immigrate in 6 years.
