I didn't sent my birth certificate with I-130 Application. Now I have paid fee for packet IV (applicant documents). In that packet also beneficiary needs to send her birth certificate. Is birth certificate of petitioner required at any stage or at the time of interview ?. If yes in original or photocopy...

If you didn't send in birth certificate what did you send in with I130 to prove citizenship? Your I130 was approved they must be ok with what you sent them.

Proof of citizenship is required, which could be in the form of a birth certificate, but it doesn't have to be in the form of a birth certificate. A US passport will work. We completed the journey all the way to US Citizenship and never once showed the USC's birth certificate to any immigration official.

We used both passport photocopy and birth certificate copy. They never asked for the BC again. Once the petitioner's US citizenship is established, they don't need it anymore. In NVC, they just wan to know if the petitioner can support the beneficiary financially. In the interview, they want to know if your relationship is genuine. That's all. Good luck!

If the packet does not explicitly say so, then it is not needed... I haven't heard of any case where the petitioner was asked to provide his/her birth certificate (at least at the NVC/embassy/consulate stage)
