You need to file separately for your mother and sister. Your mother will be an Immediate Relative and it should take about 6-12 months for her to get a visa. Your sister will be in the F4 family preference category where the wait for a visa is 11 years. There is no way for your sister to immigrate with your mother. Once your mother is an LPR, she can file for your sister in the F2a category (LPR petitioning for an unmarried child under 21) which takes about 4-5 years for a visa.

The best way to do it (so that it takes the least amount of time) in my opinion is to file for your mother (I130). When she arrives, I believe after 3 years she can apply for naturalization. After she becomes a citizen she could apply for your sister if she is still under 21 and it would take between 6-12 months for her to come. Can someone check my facts on that? I think it sounds about right. ~M

Mom cannot become a citizen for 5 years. Only the spouse of a USC who is an LPR for 3 years and living with the USC spouse the entire 3 years can naturalize in 3 years.

Ok then, sorry for the misinformation!! Thanks for clearing that up for me. Then how long would her mother have to wait to apply for citizenship after receiving her green card?

5 years to qualify to become a USC. Mom can actually apply 4 years and 9 months after first becoming an LPR.
