Registering for SSN

I am unsure about when my fiance is to do this. (Some of the information I've seen is confusing).

What I think now is that my fiance could apply for a social security number after she gets married and after the employment authorization reply comes back to me. However, I've seen people on this website get their SSN right after marriage, and others get their SSN before they leave Manila. How is this possible, when the SSN form that I saw stated that the applicant must have employment authorization first?

If possible, I would like her to receive her US SSN before leaving Manila, or receive her SSN as soon as we can. How can we do this?

She can't apply for SSN in the Philippines, but can obtain one soon after she enters the US.

Timeline

Within two weeks after arriving in the US, she should apply for her SSN. Of course, it has no real value until she gets her work permit (EAD) which will take 90 days from time of application.
