What is the deal with CSC?

I see that Vermont has no problems handling petitions and does so quite expeditiously. What's the deal with CSC? Why are things taking that much longer at that service center? Surely USCIS can see that people are frustrated. There doesn't seem to be any remedy or relief in this situation either. People using the Vermont service center are getting approvals in two and three months but it seems much longer for the CSC.

CSC is not only handleing CSC petitions but TSC and i THINK nebraska as well. CSC has been the slowest now for a long time. They will catch up, givem time.

And USCIS doesnt care about our frustrations. They get paid.

Neither Neb or Tex handle I-129F anymore they forward them all to CSC. Started doing that a couple of months ago as an improvment in efficiency (CSC and efficiency in same sentence is an Oxymoron) (sp)

We all agree with you - it's hard to feel happy for someone approved at VSC when they submitted their petition 2 months after we did. Even harder to see an approval out of VSC for a petition submitted after March 6 that did not have to comply with IMBRA - that one baffles me.

In any event, CSC sucks. They can't handle the workload. They can't even send one copy of a simple, straightforward e-mail. They have one guy answering email inquires and he can barely manage to type out a sentence providing any factual information. They say one thing (sending all RFES on June 23) and do another (send batches of RFEs, some of which have not yet been sent). We are all, unfortunately, affected by the incompetence of this service center and by the time they clean up their act, we'll all be long finished hopefully. Seems we have the worst possible timing and there's nothing we can do about it.

It's not that I'm not happy for them. But how on earth is it possible that they submitted their petition on March 22 and did not receive an RFE and did not have to comply with IMBRA? Maybe there is some important information missing from their journey but I am truly baffled.

Ok here is some more information that you guys need to take into account.

All the petitions got moved to CSC BECAUSE of the IMBRA thing. Now I don't know if they will continue to keep all the I-129F petitions going to CSC first, but it is my opinion that after they get past the initial onslaught of petitions after March 6th and prior to June 30th that they will in the future be handled at the respective centers.

As for the petitions being handled faster in Vermont and Nebraska centers... Think about it. It is not just recently that California and Texas take forever... it has always been that way. And why not?

Face it ... Hispanics are the largest group entering the US. howmany hispanics you think are looking to enter the US and live in the Vermont and Nebraska service center areas??? Sorry... Texas and California are top of the list. That is why it is taking longer for those centers.

As for any petitions that were put in after March 6th, but still got approved. USCIS admitted that they let a few sneak by after March 6th without IMBRA and many people here complained about getting their appointment getting revoked and paperwork getting sent back from the Emabssy to the California service center. BUt in your example the petition that made it through was from NSC or VSC so it would make sense that because those center move so much quicker that the interview was completed and VISA approved prior to the USCIS realizing they let a few apps slip by without IMBRA paperwork.

.... 'nuff said ....

Yeah, I had seen the thread, but I didn't bother to check their timeline. Okay, I'm not even going to get mad. Breath in... breath out... Well, life isn't fair, is it? Heh.

Like you said, I'm happy for them and I hope there'll be a day I myself will post here that I finally got my visa. But before I do I still have to get the stupid RFE approved and find out how they'll deal with recalled petitions.

Actually, you've got your facts a bit wrong. The movement of NSC petitions to CSC was unrelated to IMBRA. They had already put into action a plan to make CSC and VSC the two service centers handling K1 petitions in an effort to have centers that are "specialists" in different types of visa applications. I highly doubt that they will continue to process K1s out of NSC since this was a USCIS initiative.

Since CSC handles neighboring states that are much larger than the East Coast states, simply based on sheer population they handle more petitions. But that doesn't explain why they don't have a larger, more competent staff!

The only recalled petitions came from VSC - not CSC - simply because VSC is so much faster and was much farther ahead. The petition that slipped through was filed later than those that were recalled - and the interview was completed yesterday. So it's not like they didn't have a chance to realize their mistake.

Regardless, I am still shocked that ANY petition from VSC slipped through - period - since everyone else is required to comply with the law.

Just to reinforce what Kitkat said

The move of all I-129F to CSC and VSC had nothing to do with IMBRA.

If I remember correctly NSC picked up the I-129 immigrant worker petitions and TSC picked up another high volume immigrant petition. They will not (at least not in the near future) process I-129Fs.

Thanks for the correction...

And yes, regardless they should have had some forethought and created more positions to handle the already large work load as well as all the new work coming from the other centers.

I don't understand how their petition wasn't recalled like the others. I would worry that something might happen now, but I doubt it - he has his visa and I can't imagine at this point anything changing. Good for them for not getting stuck in the muck with the rest of us! [it took all my goodwill to say that. ;) ]

Not true that the only recalled petitions were from VSC. I am NOA1 March 6 and was recalled, originally approved at NSC, later sent to CSC after returned from Paris embassy. I think I saw another CSC recall on the thread that shows when recalls have received the IMBRA RFE.

3/31/06 - NOA 2

4/24/06 - fiance received instruction pkt (pkt 3)

5/05/06 - pkt 3 checklist returned to embassy

6/16/06 - CRIS-USCIS email "petition received"

6/21/06 - 1-797s (2) received, petition "received", "reopened" by CSC

6/26/06 - email, RFE sent

7/05/06 - RFE received and sent back to CSC

7/06/06 - RFE received, signed for by receptionist at CSC

7/11/06 - email RFE received by CSC

7/12/06 - touched (same message as day before about RFE receipt

WAITING WAITING WAITING

8/15/06 - NVC receives reaffirmed petition (no written confirmation yet)

8/22/06 - NVC sends reapproved petition back to Paris CHOUETTE!!!!

9/21/06 - Pkt. 4 received

10/4/06 - INTERVIEW scheduled\

11-14-06 - VISA RECEIVED!!!!![/b]

12/08/06 - Arrives - POE PDX

12/14/06 - Married in Vegas, Baby!!!

AOS

01/03/07- I-485 sent to Chicago

01/09/07 - NOA from MSC

01/30/07 - Biometrics taken
