DS-230 Part 1? Not 2?

Sending DS-230 to the Embassy. They specifically say to only complete Part 1 so we do not complete Part 2 (I know we aren't supposed to sign it until in front of consular anyway).

Also, question regarding 31a. Person(s) named in 14 and 29 who will accompany you to the United States now and 31b. Person(s) named in 14 and 29 who will follow you to the United States at a later date. Is this just for other immigrants or does this mean me (the petitioner?)

You complete DS-230 part 2 as well but there is a section on the bottom that says not to fill in, so leave it alone, DO NOT SIGN!

If your spouse is the only one immigrating then the answer to both 31a and 31b will be N/A or none. The petitioner is a citizen and resident of the US and will not be immigrating.

Naturalization

Biometrics: 08/23/2013

Interview: 10/07/2013

Oath: 01/23/2014

Unless the petitioner lives abroad. I live with my spouse in Canada. I am a person who would be returning with him.

Just my opinion, certainly not positive about this, but I think...

You are a citizen. They're not interested in you returning because you are free to enter at any time. You don't need to declare yourself. The question about a spouse entering the U.S. only matters in cases where the petitioner was another type of relative, say a naturalized child petitioning for both parents.

The only time I think it would make a difference in these sorts of cases would be DCF- showing that the petitioner intends to restablish domicile. But even then, I don't think they'd read too much into that with all the other evidence they'd require on that front.

I don't think it hurts to put the petitioner's name there but I really don't think it's necessary.
