You have to go to VFS office no matter which VISA you are applying for. For CR-1 you have to pay the courier fee which I think is around Rs. 396, you can check with the consulate to know the exact fee.

No, you don't have to submit everything they have asked for at VFS, copies will work fine. But you will have to submit originals of anything which you haven't submitted at NVC. Say for instance you submitted certified BC of the Indian beneficiary, the beneficiary will have to submit the original BC at VFS. Also Mumbai VFS asks for a fresh copy of DS-230, part 1 signed, part 2 unsigned. They might also ask for copies of every other document you submitted with your DS-230 package at NVC, so keep photocopies handy.

Also keep in mind you have to submit all your documents at VFS between 10 to 7 working days prior to the interview. One can also submit their medical report at VFS, they will just take the medical report and submit at the consulate before interview along with your other documents which you have submitted.
