Can I travel to USVI while I am adjusting my status, no green card, no AP?

yes, but don't take any side trips to non-US territory. there have been several discussions about this here on VJ.

Can you guarantee you will not (somehow) cross over any borders?

Were having a ceremonial wedding in the Dominican (which I will get AP for) then we will fly to Miami (use the AP to get bak in) then fly to St Thomas then fly back to Chicago.

Well if you have AP (or will) there's no danger (unless otherwise indicated, most AP's are issued with "Multiple Trips" marked off.)
