How can my stepdaughter use my last name on her visa?

Well, the father does not care about my daughter, and my stepdaughter considers me her only father. Anyway, we are terminating her father's parental rights in bolivia. In bolivia that means he gives up his right and she can legally change her name and use my last name and not her fathers. They even issue a new birth certificate with the new name, since he is not the father legally anymore, in bolivia.

What do i do, or what documents do i need to get bring her here with my last name. Would i have to adopt her after her father's rights are terminated? The lawyer in bolivia told me i did not have to adopt her, that if the fatehr gave up his parental rights i could recognize and give her my last name. But i think adopting her anyway would avoid me questions from the us about the name change. Would they let me use the new birth certificate that the Bolivian governemt gives me, along with the adopting documents? or just the birth certificate and proof of father's rights being terminated. I want to do it this way bc i have a lot fo time before i file for my stepdaughter. all the info would help me out greatly, thanks!
