I petition my father last year and I included my step mom on the person travelling with him, but when he got his appointment letter my step mom is not included. could she come on the interview with him? tnx

Your step-mom needs her own petition. You can only petition for her if her marriage to your father occurred before your 18th birthday. Even though you listed her as a person traveling with him on the I-130 for your father, you neglected to file for her.
