Italy is a participant in the Visa Waiver Program... so no visa required for a tourist visit of 90 days or less. Once you enter the country you can travel wherever you want within the country

let say the person wants to travel here in u.s came from italy but is not italian citizen. can still enter here in u.s.

It depends on what his nationality is and whether that country participates in the Visa Waiver Program. If not, then he will have to secure a tourist visa.

actually he just came from china and got married from italian citizen wants to visit from u.s.

Why are you making such an assumption? A Chinese national resident of Italy has just as much right to apply for a tourist visa as does anybody else.

I'd hurry up and get over here as soon as you can. I heard that Obama is soon to ban visas of all types! Yikes!

I can't imagine what scenario you're thinking of here.

Do you think they want to get into the US on a tourist visa so they can marry an American and stay here? That would be pretty tough, since they are already married to an Italian.

Do you think they want to get into the US on a tourist visa, and then stay illegally in the US? Why go to all the trouble to marry an Italian? It's not likely to be any easier for a Chinese national to get a visa at the consulate in Italy than it would be at the consulate in China.

The only logical scenario is just what the OP described - a Chinese national married an Italian, and now they both want to visit the US. The OP just wants to know if the Chinese national needs a visa. The answer is yes.
