This is how I organized my submission in my cover letter.

My NOA1 reciept was sent out the day they received it.

I followed the example shown in VJ, but added the

indexed feature to improve my own recordkeeping organization.

It may or may not be a benefit on the visa center side.

This is just an example, others may have more (or less) depending on the personal details of both parties.

"Xp" indicates number of pages submitted under the item number.

Digits for days, months, years or zip codes indicated by "9"

03) - Letters certifying intent to marry (Petitioner and Beneficiary) (Xp)

04) - Copies of {number of} {beneficiary country name} passports with visas (Beneficiary) from {earliest passport year} - Present (Xp)

06) - University Degree(s) & Diploma(s) {degree (bachelor, master, etc.) in (field)}, (Beneficiary) with certified translations (Xp)

07) - Judgment of Divorce (Petitioner) (Xp)

08) - Certificate of Divorce and House Registry document (or equivalent) with name change to Firstname Lastname (maiden name) with certified translations (Beneficiary) (Xp)

Proof of having met in person in the past two years

09) - Petitioner’s US passport (X entry stamps – {beneficiary’s country}, including most recent trip from Month 99, 9999 to Month 99, 9999 (with e-tickets and boarding passes) (Xp)

Copies of documents submitted are exact photocopies of unaltered documents and I understand that I may be required to submit original documents to an Immigration or Consular officer at a later date.

What would be the purpose of submitting University Degree(s)?

Granted it's not a requirement, but it's an indication of the employability of the

beneficiary and the desirability of him or her as an immigrant.

Primarily the USCIS will be looking at the petitioner's income, but if the

beneficiary can generate tax dollars too I think that's a plus.

I discussed the need for "honors and awards" as well in another thread

and decided they weren't relevant. If the case is on a borderline for

another unrelated reason, a university degree may tilt the scale in the

favor of acceptance.

Cover letters are optional. In my last AOS I hand wrote "please expedite sending I-797C" on a scrap of paper. We had the I-797C in a week and the AP in hand in two weeks. University degrees are not necessary at any point in the process and serve no purpose other than to raise postage costs. Beneficiaries children do not need to submit birth certficates, neither does beneficiary until the visa interview. Be that as it may, there is no penalty for facetious paper.

USCIS does not care about employability. The consulate in Bangkok does not accept co-sponsors, you would think if anything would make a difference, that would. If you think any of it makes a difference the place for it is at the visa interview, not for the petition. At this point the USCIS is making a decision ONLY if you qualify to petition a finacee visa. Employability or even your ability to support the intending immigrant at this point make no difference whatsoever. If it did they would ask for it.

Right now they are seeking answers to the follwing questions...

1. Are you a US citizen?

2. Are you both legally eligible to marry?

3. Have you met in person at least one time in the last two years

That is all. If you demonstrate that you will be approved. Anything else is redundant paper. Again, no penalty for redundant paper but if you are imagining it will somehow make the process go faster or easier you are mistaken.

That is all. If you demonstrate that you will be approved.

That's all well & good and may be 100% correct. We are looking forward to the

interview and all the copies sent at the I-129F petition stage were photocopies

of the certified copies which she will be bringing to the interview.

I didn't mean to tell everyone what to put in their cover letter, just

offering an example of how we did it, giving every item a number

with a corresponding number on the enclosed documents.

If you have 3 groups of documents to give them, you'll have 3 numbers.

Each can do as you like but as we filled in dates of birth on the forms, etc.

we gave the supporting documents for that as indicated.

I would expect (maybe I'm wrong, but sue me) that all these documents

will be at the disposal of the consulate for the interview and that is

where we want them to be, not to produce them as an afterthought.

One beneficiary brought a suitcase with 7 kg of chats & emails to the

interview. That's also designed to send a message and yes it could

backfire I'm sure with a given CO. I don't think what we included

was too extreme even if it was above and beyond the basic

requirements.

You are free to imagine what you like, but I just meant to propose

the idea of numbering each component of the packet, just to

keep what I gave them straight in my own mind. They probably

won't care that I did that and it probably increased the chance of

approval by zero%, but as long as the required elements are

there, it's good to go. My SO sent me her university degree

with a translation so out of respect I sent it along. I hope it

doesn't damage our case...

There is so much gobbledygook and and so many "X" factors

in this process. These people have our lives in their hands

and we have to play by their rules. When the beneficiary

comes to the POE I don't think they will be looking for someone

who would be a potential welfare recipient. With the visa and

the AOS process comes the right to work. That should be equal

for people with degrees and without them, but if you have one

why be ashamed of that?
