Hi

My question is: My husband's Parents are both completing I-864 forms each to support my application for my adjustment of status to become a PR. Im just curious as to whether my husband also has to complete a I-864 form or whether he needs to complete an I-864A form or whether he can just flag the whole process?

This statement above implies that you are not using your parents as part of your "household income/size".. so they are not listed on the sponsor's (your husband's) I-864...

But I don't think you can have two Joint-Sponsors, as the new ruling states:

"The final rule also makes clear that an intending immigrant may not have more than one joint sponsor, in addition to the principal sponsor. "

maybe clarify whether your parents are living with you or not, which opens up some other possibilities...

My husband cannot support me alone, thus the co/joint sponsers (his parents, not mine). We do not live with them.
