Do you send the checklist when returning packet 3?

Specifically, this part:

SECOND: Obtain the following documents on this checklist, which pertain to you. As you obtain each document, check the box before each item and return this form to the Immigrant Visa Section at the American Consulate, Mumbai

Do you complete and send the checklist when returning Packet 3? I don't think you do but just wanted to make sure..the instructions are kind of confusing.

Do you complete and send the checklist when returning Packet 3? I don't think you do but just wanted to make sure..the instructions are kind of confusing.

I do beleive you send the just the DS-230 part 1 and the Applicants Statement which states that YES, you do have all the documents on the list. Next they will send you the Packet 4 or you can get it from their website.
