8 months and still waiting

I'm unclear why our K-1 application is taking so long to approve. The short is the VSC received Dec. 29. They acknowledged it on Jan. 2. I was pretty sure they had all the paperwork requested. I started contacting my Congressman's office (I know the staff even) in I think May when it seemed things were taking a little long. They gave me the advice to be patient, it wa still within their guidelines, etc. Finally, July 19 received notice they needed a death cert of ex-wide. Obtained that quickly and they acknowledged the same on July 27. Congressional contact said we should be set and should get notification quickly, that my fiancee had passed the last hurdle (security check) and then, nothing. Their form said it would be 14-60 days and we're now at 33 but it doesn't make sense. All they had to do was check the death cert which was in order and move the paperwork along. Songressional staffer less than helpful last week, did not return call or email. We're now 8 months into what should be a 5 month process and we're not even at the embassy interview stage, so my question is..should I go to my Senator's office and see what they can do? I'm just wondering if the VSC will get hacked the more inquiries they get and bury our folder. Also, the congressional staffer said she would get back to me the next day and that was over a week ago. I know they're all busy but this seems pretty ridiculous. If their guidelines are 14-60 days do they just take that long?
