can case be transferd to diff embassy?

Timeline

ok so my fiance is a student in the uk and has applied for a visa extension there since his visa was expiring....its been 3 months and still no word on where or when he wil get his passport/visa bck from uk visa office. In the event that there is visa refusal (God forbid) or he withdraws to get his passport back and goes back to his home country (pakistan) is there a way to transfer our case to the islamabad embassy from uk one? he already sent back the 230, 156, 156k and 157 forms to the embassy. we are jus waiting for his passport so we can send back the checklist to get a interview he even did his health exam....any ideas about this situation or any advice is greatly appreciated! thanks in advance!
