Then this looks like a denial based on him having failed the medical examination. Did your husband do drugs so close to his medical exam? Drug use is something that makes on ineligible for a visa....and pot is a drug. Perhaps those in the regional forum for Jamaica can help you, but I do not think there is anything you can do about this. If no waiver option was given, was your husband told if there would be a time in the future when he would be eligible for the visa?

I was informed about an attorney name "Dahlia Walker-Huntington" she specializes in immigration; she operates from Kingston, Ja. to Florida USA. Google her contact info on the web, or tell your hubby to call her... Both she and Ronnie Thwaites are on Power 106 Radio in Jamaica, Thursdays 8:40 a.m. - 9:40 a.m.

I am being honest, at the time of the medical, he was asked had he ever smoked marjana ( sorry about the spelling ) he said yes, over two years ago, he stoped do to a medical condtion. he drug test came back clean, but on the medical form, it stated that applicant last used 06/2009.. which it should have read last used 08/2007

Applicant Last used Weed? that sounds strange , not the term/language the USCIS would write, they would not use a "slang" word for drugs. Is he sure it says weed??

September 2, 2012, RFE Received.

September 22, 2012 RFE responded to

October 15, 2012 ROC approved, 10 Green card on its way.

It was always expressed expecially over VJ the Do's and the Don'ts; Answering yes to the use of drugs is a Don't. If he stop smoking over 2 years ago, how are they going to know unless he tells them. Sorry for your pain, but it seems that he wont get another chance until 3 years down the road.

So you're saying the panel physician who performed your husband's medical incorrectly filled out the medical forms? :unsure: That may be something you can discuss with an attorney, though I'm not sure where you can go with it.

Why was this the second interview? What hapenned at the first one?

I am so sorry to read this Mrs Hamilton, the ban for drug use is extremely serious. Of course do your due diligence to pursue options but honestly I do not think there are at this time Immigration is is very clear on this subject. I am truly sorry sis. (F)

No, I think the OP said her husband tested clean, but at the time of the medical interview the husband admitted to using more than two years ago, yet it showed a recent date with the heading admitted to last using marijuana.
