The USCIS approved the I-129F! Hurray. The National Visa Center forwarded the papers to US embassy in Manila. I called the embassy and they confirmed they had arrived. I also received a letter from Bureau of Consular Affairs with a case number. They gave me the 1-909-101-7878 number for her to call to make the appt. and said a confirmation letter would be sent to her. But I've read on VJ that she will actually have a package sent to her. When she tried to call the number yesterday several times, she could not get through at all.

Does anybody know if she will have a package sent to her, or if she needs to call the number and make an appt. first?

We're happy and relieved, but a little confused right now.
