If he's male and of the appropriate age, he's supposed to sign up. LPRs are the same as US Citizens in this regard. The only immigration status that exempts one from registering is a valid non-immigrant status. Even illegal immigrants are legally required to register.

Failure to register has its own set of penalties unrelated to immigration matters. But in addition, if he ever applies for citizenship, he will have to provide proof that he registered. If he can't provide such proof, then that doesn't absolutely conclusively rule out becoming a citizen ever, but it definitely complicates and lengthens the process. If you search for "selective service" over on the US Citizenship forum, you'll probably find a thread or two where someone had to deal with the issues because they were unaware of the requirement to register until it was too late.

Yup - just to piggyback off this.

Signing up with selective service is really not a big deal any way - if require to do so, simply do it.

You are not enlisting in the military in any way - just essentially registering for the very unlikely event that there would ever be another military draft (highly unlikely this would ever happen again).
