I think the phrase today is meant to imply someone who is capable of pulling off a miracle. The modern-day usage is without racial connotation.

If you want to say something without a racial connotation, then say something without a racial connotation.

The Republican party during the Reagan era was a great party. The Republican party today is full of right wing nut cases who feel that rhetoric, labeling & stereotyping are the best methods to get their message out. The Republicans don't need a great white hope, but what they do need are intelligent, articulate politicians who understand the issues and are willing to work with the Democrats to resolve issues. It's a short list nowadays, but I'd put Newt Gingrich on the list.
