When you say they .. you mean the Embassy or the U.S. Government?

The whole pack is kept by the U.S. Government, it just makes it's round for awhile.

First someone sends it in

Second it is passed on to the Embassy (where ever)

Third it is packed in a Brown envelope and give to the Benificiary to carry to the U.S.A (NOT PLEASE do not open)

Now it started in the U.S. and it is back in the U.S.

Then more forms are needed to Adjust Status and so on and so on.

hehehe hope this helps.

P.S. You should always make a copy of all forms and document for your own record. (BACKUP everything)

The I-134 isn't a legally binding document, so they don't really need to keep it. You provide it only to confirm to the consulate that the beneficiary probably won't become a public charge in the US. The legally binding affidavit, the I-864, is submitted with the AOS paperwork.

I don't know what other documents were provided that they returned, but I presume they were documents needed by the consulate in deciding whether to issue a visa, and were no longer needed once the decision had been made. The stuff they kept is probably stuff that needs to be in the beneficiary's file.

If you got the visa, then I wouldn't worry too much about what they kept and what they returned.

Did they give you a pink slip and told you to pay for Fedex delivery fees just outside of the building but still inside the Embassy's premisses?? If so, then you were approved.

Just hang in there...when you paid for the delivery fees you received the Fedex tracking number. Start calling them in about 2 days and ask them if the package is in their possession. If it is, then you can pick it up in person at the Fedex location in Kiev.

Good luck

I have been through Kiev two times. For my wife and one son and a second time for another son (K-2 to follow) In each case they kept the copies of documents, the original translations and the police certificate. You get the medical exam back in the "secret envelope" for the POE. They kept the I-134 forms but returned the supporting documents. They returned all original documents and photos.
