Question of forms from packet 3

Timeline

Help! Has anyone going through the Frankfurt Embassy know which forms are supposed to be submitted immediately after receiving packet 3? Are there 2 different submittals? One to the Immigration Visa Unit and one to the Consulate? I am confused as to which forms are to be turned it and which ones just need to be taken to the interview. Are the forms (DS 230, DS 156, DS 156K and DS 157, checklist, passport copy and picture required to be mailed back to request the interview? Or is it just the checklist and DS 230? Also, is the I-134 Affidavit of Support to be taken to the interview or submitted before?
