Can someone please explain this to me - because I have never understood it.

Why would you send both an email and a hard copy?

It seems to me that they are going to receive either one. When people like yourselves send both, what does that accomplish - well it slows them down. Now people on VJ make up a small group of actual immigrants, but not a tiny group.

Each time one of you sends an email and a hard copy you are asking 2 people at NVC to look at your DS-3032 - how many person hours does that equate to?

There's been a string of DS3032's that have taken a long time to be accepted via email, so others are going around telling them to send both.

I figure it is always good to have a plan B... I figure Most folks who are not as informed about the system as people here on VJ will only send one or the other... But I sent both to make sure it was processed as fast as possible. I sent the electronic one on September 9 and the hard copy the same date via priority mail. The hard copy was accepted first. When they scan the barcode of the electronic copy they will recognize that it was already registerd and disregard... I figure a total of 10 seconds, but I believe well worth it for my piece of mind that I have done everything in my power to get my case done as quickly as possible. If only 10% of filers are doing this, I do not believe it is that big of a clog in the system....
