How to read processing times?

Under the Processing Times heading, why does the data from the links on the left not seem to match the chart on the right? If Cali is just finished March 15 cases, why is the chart showing under 100 days? What would be a good estimation for current processing time for Vermont and Cali?

The charts are based on VJ data and the actual USCIS chart is what the release each month... not really accurate when looking at USCIS info... VJ is closer to reality
