I filed an immigrant petition for my sister under F4 preference in California over 9 years ago. Looking at the visa bulletin, it appears that her priority date will be current in as little as 3-4 months. Issue my sister has is that she isn’t quite ready to leave her affairs right away in order to immigrate to the US. She would like to get another 3 years in Pakistan.

From reading various guides and member posts I sort of understand that I will be getting a Visa Fee Bill and Affidavit of Support request from the NVC and then the petition will be forwarded to Islamabad for additional processing and medical, police certs etc.

My question is what opportunities are there to extend the timeline for getting the immigrant visa and delaying the departure date for 2-3 years after the priority date is current. Can someone tell me the maximum time NVC allows the sponsor to make payment and what about time window for turning in the I-864? Similarly, what is the maximum time allowed to submit medical, DS-230? etc.

The NVC will keep a case for only 12 months. It is very unlikely that you will be able to extend the timeframe by 2 - 3 years.

Say it takes about a year for her to get the interview. Then she can travel to the US for a couple of months and apply for a reentry permit to come back after two years. Then she can move. This way you will also be preserving her rights in case immigration laws change
