Timeline

When we submitted my husband's AOS, we included the closest thing we had to a birth certificate - The Identity Card translated at the Embassy in Syria. We received a request for initial evidence and have gotten a copy of his Citizenship card certified. It only lists the year he was born, where he was born, his parent's names, and the fact that he is a citizen. I'm not sure what else to send.

Are you certain obtaining a BC from Syria is not possible? (The schedule of reciprocity say they are available, but the information may not be up to day or accurate.)

There are ways of showing secondary evidence to overcome not having/being-able to produce a birth certificate.

To review a portion of your posible options, check Section 4 on the I-129f (I know, why there right? I is likely elsewhere, but it is there for sure.)
