Questions regarding NVC & Petitions

Currently the I-130 and I-129 petitions are on their way to NVC.

I read some other threads regarding this, but need some further clarification. This is what I understand:

If we go with the K3, then we do absolutely nothing and wait for the interview letter from the embassy.

If we want to go with the CR1, then we ignore the K3 stuff and complete the DS-302 and start paying the fees as outlined in the shortcut pages on the Wiki.

Now, two questions:

1) If we go the K3 route, then does the petitioner still receive the DS-302 and other notices in the mail? What happens then, does the petiioner just ignore them?

2) If you start to pay the CR1 NVC fees, are you then "committed" to go down the CR1 route?
