i just wnat to know if someone get like 1300$ in month, does he can be sponsor or he need co- sponsor...??

If that someone is active duty military, then the answer depends on the number of people in the household. Otherwise, a cosponsor would be required since that falls short of the 125% level of the poverty guidelines even for a household of 2.

I know it says it's to be observed in connection with I864, but it applies to the I-134 too.

$1300/month for 12 months = 15,600. Unless they are active duty military, this will not be adequate and a cosponsor would be required.

You are just a bit short of the required 125%.

I didn't specify when he was going to need it. He asked if he needed it based on that income. The only assumption that I made was that he will eventually need one. He didn't specify for which stage. Although it is very possible the consulate will want to see more income too, the AOS will certainly require it. So, yes, he does require a cosponsor based on that income. I stand by my original post.

I did make one assumption ... that with that income level, he didn't somehow have some large savings or investments that would make up for the lack of income.
