Question about Filing CR1/IR1 in USE Manila

Does the USE Manila is the one who processes ALL when filing CR1/IR1? Or do they send it to NVC in the USA. Who decides to grant you a visa, is it the USE Manila during the interview or the NVC. If that is the case, USE Manila interview is just a formality thats why most of them only takes 5 minutes or less interview.. :help:

USEM makes the decision on whether to grant the Visa or not. Definately not just a formality.

There are 3 stages, you send your initial petition to USCIS who, one approved, sends it to NVC. When all required documentation has been submitted, NVC will send your petition to the embassy in Manilla who will issue the visa if approved.

Good luck.

 Exactly..However the embassy will ultimately make the decision on whether the visa is granted or not.

I have the feeling when asking, navyswife means the DCF (direct councilor filing). if so, then yes - use manila sends file to nvc and nvc returns case back to use manila with/w/out approval. and then use manila decides to grant/not the visa...
