When the AOS Bill is sent to the Petitioner do they need to sign anything and send it back?, or is it just a matter of sending the payment ?...

AOS fee bill is sent to the petitioner within few days after DS 3032 and AOS Fee Bill are generated by NVC. You need to send them a money order or a cashier check of $70.00 drawn in a US bank to St. Louis, Missouri facility. You need to include the bottom portion of the bill (where the case number written with a barcode). You only need to sign yoru money order/cashier check. They don't accept personal check, cash. Make sure, you write the case number on the money order/cashier check. The instructions will say all that I wrote.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

So.. I could get a money order now (drawn on a US bank) send it to the US address for someone to post it for me ?, there is nothing I need to sign ?..

Don't send anything now. Send the money order/cashier check after you receive the AOS feel bill. You must send a portion of AOS fee bill (case number with barcode) along with the money order. Just read the instruction after you receive the AOS fee bill. You don't need to sign anything regarding the AOS fee bill. Of course, don't forget to sign the money order. The money order/cashier check should be made payable to the Department of State. Make sure, you write the case number on the money order/cashier check. Again, the instructions will tell you all.
