I was wondering what would be a good place to get the photo taken in NY? The only place close to my fiancee that takes photos is the CVS, but I have my doubts that they could take a picture that requires such specific measurements. Which types of places would be perfect for this so we don't have any problems later?

They have a punch that cuts the photos to the specified measurement and the proper color background. No worries.

What about the specific measurements where it says it has to be 1 - 1 3/8 inches from the chin to the top of the head, and 1 1/8 - 1 3/8 inches from the eyes to the bottom of the photo?

Any place that says they do passport photos will do it by the correct specifications. And if they are off even slightly I highly doubt USCIS is going to waste money paying someone to measure out each individual passport photo they receive.
