If anyone on this site can give us some advice here we would really appreciate it.

This is a really complicated case. My boss is an immigrant from Thailand who came here in the early '90s and was naturalized in '00 or '01. She married an American citizen and moved to the midwest here where we run a small Thai restaurant. I'm her loyal employee of 12 years and also a close friend.

Anyway, since I've known her she has been trying to get her younger sister and her niece (her sister's daughter) here without any success. She has been providing for them financially and also her mother since I've known her. She really takes care of her little 10 year old niece like a daughter and actually really considers her a daughter.

That's out the window. Niece is already stuck in Thailand and international adoption of family member is nixed.

In terms of the sister, she can come over but it will be a while yet- if your friend filed immediately after getting citizenship in 2001, it'll be approximately another 3 years, as they are currently working on sibling petitions from 1998:

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
