I think Gibbs meant that they aren't specifically collecting email address' to build some sort of database of enemies. The whitehouse could just follow the previous administration and use DNC email address' instead of whitehouse ones and not have to preserve them

This is indeed true. By Congressional mandate, federal government records are classified and retained for a standardized period of time. Why the White House is interested in collecting "misinformation" (read: anything that doesn't follow the company line) is a valid concern. Barry's constant whining about how why anyone has the nerve to disagree with him is amusing, and will aid in his downfall, so that I don't mind so much. This Chicago pol will either get over this imperialist image of himself quick or go down in flames from narcissim.
